Is This 1947 Over 1946 Roosevelt Dime?

Through my poor observation and knowledge on this 1947 Roosevelt dime, it's look like it's been struck using 1946 planchet. My great appreciatiation for any thought and advices. And for the overlay rotation you've mentioned, I've noted the lines under Roosie chin look matched with the overlay. Also the part on Roosie noose a little bit raised.
