Something is definitely up here. What did the OP measure the coin with? A standard ruler or a Vernier caliper? I'm bringing into question the accuracy of the measurement here.
If the op use a standard ruler, was it measured at the exact widest part of the cent? Is the cent slightly out of round? 1.1mm is not a huge difference in the larger scheme of things but it is enough.
You see, the way I see it if the planchet did not contact the collar, then the rim would not strike up as well as it did. The rim needs the collar to contain it.
Yes it is, from what I have seen so far, is that the OP tosses out a coin with minimal information and leaves the rest up to us to figure out.
