It was in an INB slab and the slab claimed that it was a Constantine the Great coin from circa 330 AD. Obviously INB slabs aren't worth their weight in human waste which is why I am not sure what this is.

It's definitely Late Roman, so INB got at least that part right. Probably not Constantine the Great, as this type (Victory advancing) is unknown for him. It's most likely emperor Valentinian I or Valens, reverse type SECVRITAS REIPVBLICAE, circa 370 AD.

I see no definite sign of Victory dragging a captive so it may well be VICTORIA AVGG (N N) ?

First impression I thought bearded ?
Which narrows things down considerably .

But that is only a guess !

On the balance of probability, it would be Constantius II, which seems to fit the slight traces of legend left.

Quite why anyone would slab a $1 coin...
