Click on the blue text Close AM and you get a list of CAM vs WAM Memorial Cents. A Close AM is normal for 1998. It's the Wide AM reverse that's collectable.

As for the 'extra' stuff on the coin, the closeup image is hard to evaluate. It's just too blurry. My guess would be Zinc Rot, but I can't really say for sure. Where is the imaged area on your coin?

As Yokozuna correctly said, the Close AM reverse is expected for 1998.

No way to ID the 'extra stuff' as the photo is just a blob of blur. Show us complete in focus photos of both sides of the coin and we can help.
