Good day guys, I have stumbled upon another coin that I am not familiar with this issue. Can you enlighten me with what is going on, these are craters not die chips. Thanks.

Yes definitely not die chips, but rather mechanical damage. You can also see evidence of this on the reverse, where there are several corresponding flat spots.

Maybe someone was trying to make a coin ring?

I'd put my money on the notion that they were punching holes in something else entirely, like leather, and using the quarter as a hard backstop.
