How Is "Series" Determined On The First Legal Tenders Fr.16+/Fr.41, A?

Hello, and I hope everyone is enjoying their weekend! Can anyone tell me how the SERIES is determined on the first 1862 LT notes? I see for the Fr.41a S/N 1 and SERIES 1, yet a S/N 19 is Series 153?

Series 1 and 2 have NATIONAL BANK NOTE COMPANY horizontally at the bottom border and AMERICAN BANK NOTE COMPANY NEW YORK vertically at left border. The recorded population is less than 5 notes.

Series 3 through 88 have the face plate number on the left. The population is between 225 and 275 notes.

Series 88 through 171 has the NATIONAL BANK NOTE COMPANY horizontally at the bottom border and NATIONAL BANK NOTE Co. N.Y. vertically at left border. The population of these is between 700 and 900 notes.

Thank You SteveinTampa and Coinfrog! I don't have very many interactions with Currency at all. I was wondering if each Series had its own s/n 1, 2 etc. I read somewhere that there were six reported #1's for the $1.00 group...
