The other possibility is that it's counterfeit; counterfeit $2 coins often look half-melted with missing or wrong details.

Well, for starters, the pictures you're posting aren't of a 2009 coin; they're of a 1997 coin. The portrait is wrong for 2009.

Secondly, you refer to "others" posted on the forum. The only example I could see are in this old thread, where one such coins is posted; the coin in that old thread has been deliberately defaced (you can see the file marks radiating out from the centre in the top picture), and is not a mint error.

Finally, your pictures are too blurry to make any kind of judgement as to the authenticity or otherwise of this coin. It might be just a counterfeit coin, as I mentioned earlier; the pictures are too blurry to tell.
