I use the iPad for adding photos to forums. I was looking for an easy one to use. I downloaded the Pic Shop lite app on IOS and it was the easiest app for cropping a 2.1mb photo of a nickel down to 167kb which allowed me to post the photo. Plus I uploaded in low density but will try the next level on next photo I need to upload.

For those of us who are wary of Apple-brand devices and the corresponding applications, but also dislike the (eventual) paywall of the Pixir version, I continue to recommend the (deprecated, but still mostly working) old CCF optimizer.

I've seen a similar free online version before, many years ago, but hadn't managed to find it again more recently.
