Could somebody please tell me who minted this 1 oz silver Buffalo? I don't recognize the mark. Thank you

It's a privately issued example and not a US Mint product. That monogram appears to be a designers initials.

Additionally, most private mints make a version of the classic coin. It is the most common Round design. If it doesn't have the mint name, good luck trying to figure it out. The good part is that it says 1 oz. and .999 fine. If you concerned with its content, try a magnet, weigh it, and try a pocket pinger. I'll include a link:
