I agree with John1. The obverse die was misaligned towards the K:3 position. These are collectable when it results in missing design elements.

No this is not an off center strike, We call this a MAD or Mis-Aligned Die strike as John stated up above.

I remember misaligned die strikes being very common when I searched dimes.
