If it's truly lead or another base metal, it might have been deliberately defaced because of being counterfeit. The weight will help.

I agree with base metal counterfeit defaced by someone who got gypped. My 1861 10c fake is similarly scratched up. As a contemporary counterfeit it probably has more value than a real one in that condition. I did a quick search and didn't find any contemporary fakes posted. How did you obtain it?
