looks like a yellowed lacquer was applied long ago, perhaps as a protectant.
Try an Acetone soak for a day or over night to see if it comes off. (Just be sure to use PURE 100% acetone and not fingernail remover (which has impurities in it)
At first I thought it may be one of those gold-plated coins "as seen on TV". But who would plated a circulated quarter for resale? Undoubtedly just discoloration from something in its past travels.
