Agree it looks like a damaged coin. But it may be beneficial to see clear closeup images, and though it's likely also from damage, especially of the spot above RT in liberty.

If it were a ragged clip, the rim would not be deformed downwards like that. Something struck or pinched this coin into that shape after it was minted.

A ragged clip is a damaged planchet, but the coin is struck correctly by the dies.
