 To CCF! Your coin is just showing Post Mint Damage ( PMD). It's been damaged after it left the U.S Mint. It's a spender.

Welcome to CCF and yes that seems like damage rather than a partial clip to me too. Also, is there a linear scratch down the front of this coin too?

 to CCF!  A big bad scratch straight down the obverse, and what looks like an impression from the rim of another coin is on this one.

Your obverse image looks like it is PSD. I took your image and added curves to show where the "bump out" was pushed by the PSD. The inside edge of the rim on the "bump out" should line up with the rest of the rim on the coin. (Maybe it does line up but the bump out looks to be out of alignment with the rim on the rest of the coin.)

What does the reverse rim look like at "STATES OF"?
Can you give us an image of that area?

 to the CCF and  Scratch, damage at C on rev, If it was a incomplete clip the damaged piece wouldn't have the rim on it.

This is interesting. Is the line on the obverse incuse or raised? If it's a die crack it should be raised, but I don't think I've ever seen one as straight as this. If it's incuse with metal pushed to the outside of the line, then it's a scratch. The area at K:5 to K:6 looks like something I've seen before, but I don't remember what it was. The marks on the edge of the coin that correspond to the anomaly almost look like part of a fold in the planchet. Don't just toss it quite yet! This needs more investigation.

Yokozuna, It's neither raised or metal pushed to the side. It's a crack. However it happened just cracked. Funny though that the obvious cut across the bottom has my interest. The crack I just assumed was a byproduct of the incomplete chip.

As I said in my post If it was a incomplete clip, the piece wouldn't have a rim on it. An incomplete clip happens when the blank is punched out of the sheets and it would not be straight, it would be curved. This coin went through the upsetter to form the rim, then it was minted with a full rim. After minting it was cut, leaving the rim on the cut piece. I've never seen a die crack that straight. It looks like a scratch too me.
