Guys, I have a Lincoln Penny with similar marking but was told it was created possible laying on some cloth. However this marking shows it was done before stamping, what would cause this?

It could have gotten the stains the same way as the cent you described. Seeing how the letters (on this quarter) are incuse (below the field) they will have not been touched by what ever was on top of the coin and just touching the fields.
