Possible 2007 Silver Washington State Quarter Proof Error? Directly Out Of Mint Set.

Curious about opinions here - this came directly out of a sealed 2007 Silver Proof Set. There is no damage to any of the plastics. At first I thought it would be damage thru the plastic, but that is not the case, the plastic has zero marks or damage. Grease on die error? Worth sending out?

a strike through debris? I see that the whole thing is surrounded by the Milk stain that silver coins get.

I do not have access to the physical item at this moment, but I did not take a picture of the back because it was completely unremarkable - there was no damage to plastics or the coin on the reverse. I should have mentioned that it the original post. But the coin looks absolutely perfect on the back.

I also at first through it was just exterior damage - something hitting it thru the holder - but the plastic is 100% perfect. All of the marks/cloudiness you see are directly on the coin, not the plastics.

You don't see many strike throughs on proofs. I don't think it justifies being graded thou.
