on this 1986 D quarter on the obverse right above washingtons chin what is that smudge looking spot that looks sorta like a horn going north an south in front of washingtons chin

It looks raised so that would make it a die dent or a remnant die clash. Have you looked at an overlay to see if that region lines up with one of the eagle's feathers?

right I didnt think it lined up so its probably a die dent this is the first time I have heard of a die dent are the pretty comon like a die crack or are they rare

Hmm just spitballing here, but it seems to me like die cracks would be more common than die dents. It's good to keep this as an exemplar, but not sure that there is a numismatic premium for this.
