There's no Die Break. It's a normal circulated 1972 quarter with staining going on.

Not trying to be negtive but how much pressure and precision would it take to draw a perfect line through the E&R in a quarter and not go deeper than the letters with the cut?

Nothing but intentionally placed error could do something like that of course that is most likely. You see the width of the line and the precision of the angle

I agree - after straining to see the details here, I'll go with a circulation hit as well.

@ J2LAX4XO: You do not need big force in order to be as this. Your quarter has just a Hit from circulation and not from the coins bag. Sorry just PSD.

The discoloration can be from just about anything the coin came into contact with. I just put it up to environmental damage.
