It looks like a fingerprint or palmprint to me.
Somewhere between the press and sealing the holder a technician made contact with surface of the coin. The coin changed color by reacting to the salts and acids that were deposited there, over the last couple of years, resulting in the dark lines and smudges seen here.
I'm sure you did check the coins when you got them. The smudge was there, but the copper hadn't reacted to it. The mint holder are not airtight.
