I have a 1964 Lincoln Cent. Would this be consider struck through or something to do with some type of die? There seems to be a dot behind Lincolns neck and you are able to see it on the reverse as well.

That's some type of stain, not a Struck Through. PMD.

Are you able to get a clear, close up of the area. It just looks like the black staining I find on coins a lot, in this distant picture to me.

just a stain of some sort, maybe carbon spots, but the marks on either side do not line up in the same location.
