Yes, it certainly appears to be an RPM. as for the extra weight - does it appear to be plated? If it were an "s over s" still an RPM, however if it were say a D over an S then it would be an "OMM" - (Over MintMark) Collecting since 1972. Learning from then on "Tell me and I forget. NGC I am not sure but VSS and ANACS YES. QC (Quality Certification who will be the only one left as we know the CAC sticker) also recognize and put the sticker.
