Mint marks used to be punched in by hand on the dies until 1989, so mint mark positioning varied.

The only rule back then was under the date, and to the right of the portrait.

This isn't unusual for 1927. The mm's were quite randomly placed. The next year, in 1928 , this placement would have been quite unusual,as the mm is predominantly high and tight to the date.
