Saw these 2 dimes on ebay today...looks like same issue on both coins from separate sellers ( one in Ontario/other in Quebec)

Since they are pretty much identical and one seller has many available I'm going to go with scratches in the die.
Not an error.
"Dipping" is not considered cleaning...
