This is the same weight as a 1995 pure nickel 25 cent coin is supposed to be, and is magnetic. But the strike is a mush, and the reeding is very weak. The reverse seems to be flaking off in spots with a bit of rust, but nickel corrosion should be green.

So any insights would be welcomed.

Someone gave it an acid rinse. It may have been dipped or plated with something first.
