What you're seeing is master die doubling that affected roughly half of all coins minted in 1972 at all three mints. It's caused by the same process that creates a doubled die, except instead of occurring in the hubbing process of a working die, it occurs in the hubbing of the master die, which is then transferred to every working hub that master die produces, and every working die those hubs produce. So you're looking for the right things, but this one isn't rare, since it didn't just affect a specific die.
