To CCF! In my opinion, I don't think you have a Full Steps Nickel. As far as grading goes, it's kinda hard to tell with the pictures. Try taking your coin out of the holder.

For a grading opinion we need to see images of the full coin both sides please.

new photos...watch glare especially if you want steps assessed. no overhead or flash lighting

can't tell for sure if that's a proof coin, but proof Jeffersons are expected to have full steps
