Appears to be a Greaser. We commonly see such on lower denominations, but far less frequently on higher denomination coins. Evidently the Mint workers just wanted to be done with the Franklins as they prepared for producing Kennedy halves.

not sure if this is a Greaser. Even thought the dark spot covers the second T, it is still intact.
