Palgakjeong Pavilion in Tapgol (Pagoda) Park is the birthplace of the March First Independence Movement in Korea, when young students and patriotic citizens gathered here on March 1, 1919, shouted "Long live the Republic of Korea" and held a demonstration following a student reading aloud the declaration of independence of Korea from Japan.
The woman holding the flag is Ryu Gwansun,an independence demonstrator who was arrested, tortured and killed in 1920.
