Just a slight misaligned die, not an off center strike. In order to be struck off center, the collar die must be disengaged during the strike. Worth face.

We call this a 'MAD' Strike or 'Mis-Aligned Die' This is a nice one, but the device elements are not falling off the edge of the coin.

It's a Minor Misaligned Die (MAD). The design or letters have to be falling off the edge of the coin, in order to have any value over face.
