Can anyone help identify. A friend gave it to me, and I have no clue to what it is? Someone once told me it is a second place medal?

The side with the dragons say "2nd place"

And the other side on the edge says "Agricultural board/dept made(manufactured)"

And the center says "medal"

It's a medal, alright. Is it silver?
