Looks like lamination to me. Something was off a little in the alloy. Nice coin!

You have both--lamination issue and just below, a cracked skull. Very nice example--also happens to be an 'early' poor man's doubled die. Nice die chips on the reverse. I'd pay a few bucks for it. Nice photos.
