I can't tell if this 1951 quarter is high orlow relief. According to Coins and Canada both A's in gratia should point to a denticle. Looks to me like I have an A of each. any help would be appreciated

It is high relief without a doubt.

The 1951 low relief is only in PL issue

Yes PL only. It is theoretically possible that years ago someone spent a PL quarter and it made it into circulation, so it's not impossible for it to be low relief, just unlikely. :)
