This commemorative was authorized by Public Law 103-128 (Section 206) and signed by President Bill Clinton on September 29, 1994 to commemorate the life and work of Robert F. Kennedy. Coins authorized by Section 206 are uncirculated and proof to be issued for not more than 12 months beginning January 1, 1998. Surcharges from the sale of the coin were to be used to improve the Robert F Kenney Memorial.
In addition to the individual coin sale, a 2-coin set was produced and included uncirculated and proof coins. A 2-coin Collector's set was also produced that included an uncirculated, silver dollar and a 1998-S JFK matte finish silver half dollar.
