This commemorative was authorized under Public Law 103-328, section 207, and signed by President Bill Clinton on September 29,1994. Per COA, "This coin has been produced.to commemorate the bicentennial of the United States Military Academy. A portion of the proceeds from the sale of the coin is authorized to assist the Association of Graduates' efforts to provide direct support to the academic, military, physical, moral and ethical development programs of the Corps of Cadets, United States Military Academy".
Section 207 authorized the production of both uncirculated and proof quality coins. Although coins could be issued during the period March 16,2002 and ending March 16, 2003, a SUNSET PROVISION restricted minting coins after December 31, 2002. Anyone have an idea why such a provision was added or how often such a provision has been invoked?
