I found this quarter roll hunting and the rim is very interesting. The collar was obviously partially broken at an angle and the quarter is slightly misaligned as well. What's the correct term for this error?

yep! that would be a partial collar. The collar didn't necessarily break, the planchet just didn't sit flush wit hit when it was struck.
