This Penny was not cleaned this is how I found it, this Penny was used as a shim to level a toilet, unbelievable

Definitely not. It's heavily circulated and shows corrosion, making it a details coin. The U.S. Mint minted a ton of these, almost a billion of them that year. VF Details at best.

John one I understand you answer? I don't spend my off hours studying coins so I am still learning at my own pace when I have time appreciate it so just explain to me what I did wrong so it does not happen again.

I don't know how long that penny could have been circulating for because it was stuck under a toilet that was made in the 1950s

Step two: look up the retail value:http://m.numismedia.com/rarecoinprices.htm, also check ebay sold values
A coin needs a minimum retail value after slabbing of $150 to justify all costs involved in sending it in.

That is a badly damaged circulated coin - value is one cent and worthy of spending not grading at a $30+ expense.
