Photos of the entire (full) coin--obverse and reverse--would be helpful. Given the images posted, I believe we're looking at machine doubling--flat and shelf-like.
Please always post images of full coin, Obverse & Reverse. This helps the people here see what's going and to identify any possible errors or varieties there might be on a coin.
Your coin is a great example of Machine Doubling from what your photos are showing.
The "doubling" goes in many different directions. Doubled dies do not do that.
A 1985 Doubled die would not show up on the mint mark because the mint mark is applied to the die After the steps where a doubled die creation event would occur.
