Yes the step-like doubling that serves to reduce the width of the letters in ONE CENT is Machine Doubling, although based on the title, I was actually just focused on the steps of the Lincoln Memorial. @mast, can you please clarify what exactly you are asking us to look at? Thx.

Yes, the steps seem to be an area on the memorials that don't get struck up as well as the rest of the coin. There is no designation of full steps as there is on Jefferson nickels.
