Strongly disagree with a straight grade but it's an old ANACS blue holder, the worst offenders.

I would have been at AU details and quite harshly cleaned.

i have no idea if there is a date cutoff. I'm just going by other coins that should have, without a doubt, detailed but was put in a straight holder and you're right. its a crap shoot and if you sent the same coin to ANACS, NGC or PCGS you could get one detailing the coin another grading straight and another net grading it in a straight holder. PCGS uses Genuine. not sure why they use that.
