Interesting coin, whatever it is! I'm intrigued as well. Could be a Persian civic issue rather than Indian, but I don't know remotely enough to tell which is more plausible.

I agree with the reading 1144 but there's nothing relevant with that on Zeno that I could find. Numista doesn't have anything similar in the right size/weight range at all.

...looked through the Zeno results for the size and weight and found an example on page 4 that pointed me in the probably-right direction: we're likely looking at a Mughal AE paisa of Muhammad Shah, probably Machhlipattan mint, AH 1144 = RY 14 (= 1731/2 AD); cf. Zeno 107431, Zeno 107428, Zeno 161513 (but different date from all of those).
