Hi all, have this 1936 Lincoln Penny, did this happen during striking? What is wrong with the rim? Is it a mint error?

It looks like it is Incuse and therefore it is most likely a gouge. Damage.

To answer Coinfrog question, at the rim it could be a gouge, but the rest could be raised, on the surface - just can not tell. Even at the gouge the inside looks raised. New images and the back where the gouge is on the rim. What do you guys think, I lean toward it is a scratch now.
