Vaguely reminds me of some Ottoman issues, but I don't know enough to tell any more. Of course with that strike most of the identifying text would probably be illegible; in particular, it's probably missing the date.

Size, and/or apparent material, would probably help a lot.

Off the top of my head, I'm thinking Ottoman, Suleiman I, but not with a great degree of confidence.
