I like to have more opinions on these 1928 that it has some of what I call MD , but then the top of the 9 doesn't look MD ( to me) and I can see a double eyelid all thou it's hard to take a picture of it . Can it be DDO with combination of MD ? . ( these bag of unsearched wheats that I got from Tropicalbats's really have me working)

They can both happen. You can have a DDO with Machine Doubling too.

Wexler has 4 different ones.
Unfortunately there is too much glare on the eye area in your pictures to know if it's a double eye DDO.

The combination of the MD and Doubling it is call: FFD or Flat Field Doubling. For the business coins of the early modern era never see, just after 1978, but not mean could not exist. Basic the most with FFD are the proof coins due to two strikes, but not limited.

Looks like MD to me. Not seeing any doubling on the eye.

For sure the doubling on the 9 is not MDD, but the only way doubling like that shows up is if it's a Type III. I'm not aware of any design changes made in 1928, but I'm not a specialist in Cents from this era. It's also very strong so should have been seen before, but that doesn't disqualify it from being real. Can you zoom in more on the date and show some pics with light from different angles?
