Too much glare makes it difficult to fully ascertain the nature of the luster on either side. The area around IGWT is slightly questionable.
I would call this a "commercial" MS63 (the sort of coin that end up in "Brilliant Uncirculated" holders on TV coin shows and magazine adverts.)
