I can't make up my mind on what they're DDO or just gouges ?

That's a tough call. Could be a DDO or Gouges. Only way to know is to send it in for attribution.

There's only a couple of them. This is a little too far forward and doesn't follow the lid.

As Cujohn stated , The angle of the anomaly does not follow the angle of the eyelid , which it would need to do to be doubling in that spot.
Hub doubling has been known to occur in the area forward of the eyelid . 1928-D DDO-001/Rpm-001 is one example. Here is an example I found .
