I believe proof coins are struck more than once, so possibly an artifact of that? Sort of like MD except from a deliberate second strike. Just thinking out loud.

Proof coins are struck more than once but the dies can still become loose at any time and bounce.

That's immediately where my mind went. The doubling has a rather plump, rounded quality to be MD. Although that could also be from light gleam and not metal shape.

The doubling does, however, bear a passing resemblance to the true DDO on the 1999-S Pennsylvania State Quarter proof:

One thought would be to turn the coin the other direction and a slight angle, to evaluate the height of the doubling compared to the height of the device. It's tough to get a sense of relative size because the metal is so shiny.

Wait, are those letters raised or incuse? If they are incuse, it's almost certainly incuse MD.

Yes this is incused Machine Doubling. Incused MD will make the devises look bigger, just the opposant of reg MD.

Even though I now can see that the letters are incuse, my brain insists that those shiny letters on the matte surface must be raised!

Huh.... your right. I had to look at that coin again at multiple angles trying to make my eyes see the letters incuse. Pretty good optical illusion.
