This is not a variety post, but in preparing the photo, I noticed a die gouge shaped like a D, or is that a misplace D, if it was, would the 4 not have an incuse punch?

That's a beauty, I like the ring toning! Looks like a die chip on the MM, the 4 is DDD/MD.

At least 66, I like it as a 67.

there are quite a few small marks across the forehead, cheek, jaw, lapel and shoulder. reverse strike was a little off and obv a tad mushy. some of this is normal due to the number of coins produced and die wear. there are 1 or 2 small field discolorations on the reverse. when you are talking over 66 all of these are a factor. I think the coin was probably pulled from a roll and most of the marks are from rubbing the coin above it. doesn't matter though how they occurred.

MS64RD maybe 65 but I can't get it to 66

MS-66/65 RD
Those who graded below, clean surface on the obverse will lead to an MS63, MS64...as an outlier. Those grades have visible marks in the field without a loupe, MS 65 as well with dings on the face, IMHO.

As BadThad has said PCGS has no problem handing out ms-66. The toning will get it to that in my opinion. Above that is a crapshoot.
Although I see some nicks , I don't know how much magnification. is on your photo? In any case I like the coin.
