Not sure what is going on with this coin. On the obverse, the 7 o'clock position has a stretched rim and is weakly struck. The highest points are flat. On the reverse, the rim at 1-2 o'clock is slightly wider, and the devices are also notably flat at the high points. I would say wear or sanding, but the mass is exactly 2.23 grams.

The rim also exhibits an odd pattern, not like properly formed reeds. It is mostly smooth, with incuse lines. In some places, the lines seem to be slightly angled.

If I had to hazard a guess, I would say tilted strike. The Kennedy half example in the ErrorRef article shows that the eagle isn't fully struck on the high points. It doesn't mention anything about reeds, though.

I suspect PMD. The obverse and reverse shows a lot of circulation wear.

That's certainly a strong possibility. I pulled it out of my change jar, and it definitely has some miles on it.
