Not sealed. They have been looked at a few times. Someone sealed them up down the line.

I found my Mint Sets box, and they are all indeed sealed. Now they spent most of the last 45 Years in Wash. DC area,
and it is plenty Hot & Humid there, so probably as mentioned above the environment caused the glue to activate.
I'm not going to open any of them for the time being.
