Found this a few days ago... The letters seem to protrude - does not seem to be pressed into the coin. I am thinking that it was formed by some type of residue on top of the coin?

Give it a soak in acetone. Looks like glue.

Probably glue. It's PMD. Give it a soak in pure Acetone and it should come off.

Agree with above statements. If you put a coin on top of putty, glue, gunk ect... then pull coin off, you will see reflection of letters (design) left on it.
